Under the IPA Cross-border Cooperation  Programme Serbia-Bulgaria 2007-2013, an expert of the Evaluation team appointed by the Ministry of Regional Development and Public Works of the Republic of Bulgaria visited the City Municipality of Pantelej, the project partner of the Municipality of Lom on the project "Modern and safe trasnport infrastructure", in function of rural development/construction of the road to the Cave of Cerje and connecting the wine areas in the cross-border region. This project was one of the selected chosen examples of good practice of partnerships for the good of local community through good neighbours co-operation in the competition of around one hundred  projects financed through IPA programe during past six years. 

Apart from the management of the City Municipality of Pantelej, the metteng was attended by all stakeholders from public and private sector who valorized the result of the project from the perspective of the final beneficiaries.
